In its Housing Element Report for 2015-2023, Program 26 is listed “Encourage Second Units.”

“The City will continue to allow secondary dwelling units (“granny flats”) in all residential zones, subject to specific development standards and requirements.”

However, the City has not yet adopted its own ADU Codes.  Until it does, the California State codes will apply along with the Planning and Building regulations of the City of Martinez
